[Discussion] Government Reformation Act

This Act once enforced lays out the rights of the Exarches and the set up of of Government. As of yet this is a Discussion on the bellow Bill!

Government Reformation Act

1. Executive Powers
Monarch:
- Royal prerogative: Declare War, Assent to Legislation, Appoint ministers and Dissolve the Witan.
- During a drawn vote the Monarch will pass their vote upon the Legislation.
- The Monarch is the Soverign Power in our nation.
- The role of Reigning Monarch is hereditary meaning Each monarch Must pass down an Heir!
Prime Minister:
- Representative of the Witan
- Maintains order throughout the Witan
- Appoints Exarches
- Acts as Steward of the nation if the Monarch is Unavailable for a period of time.
-The Prime Minister is elected via elections that are conducted every 2 - 3 Months.

2. Legislation
-Please refer to the Rule of Law Act!

3. Exarches
-The Exarch is the Representative of a Provence
- He/She is chosen via elections or Posting via the Monarch
- Unpopular Exarches can be petitioned against to the Monarch to bring about their Demotion and the Election of a new Exarch.
- Exarches have the right to establish and maintain their Province's Military facilities.
- In times of War they are required to fight for the Nation and Protect their province.
- Exarches will always represent their Province in the Witan along with other Members of the Witan.

4. Judiciary
- Province's Laws can vary so each Province has a separate Judicial Body in order to stop Confusion.
- The King's Court is the Head of the Judiciary and has the power to override any case that may occur in a Provincial Court.

This is a fine piece of legislation. If I may, I have three things to put to you... The first a question: Not that i envisage it happening, what would occur were a monarch to abdicate without declaring an heir? I don't know whether you'd want to legislate for it or not (given that it's unlikely to happen)

The next two things are merely points of note. The first is that the prerogative to declare war lies with Central Government (ie. the Council), and secondly you should probably declare a time period for when the monarch is considered absent and the PM acts in his stead. Perhaps a week? I don't know what you feel best.

Yer valid points there. Regarding the Heir I'm not sure really because culturally the monarch has carried the same bloodline for over a thousand years.

- The Monarch is the source of all political power in Nova England.
- The role of reigning monarch is hereditary. As a result, reigning monarchs must appoint an Heir!
Prime Minister:
- Representative of the Witan
- Maintains order throughout the Witan
- Appoints Exarches
- Acts as Steward of the nation if the Monarch is unavailable for a period of time no less than one week.
(i) Upon the Monarch's return, he will review the actions of the Prime Minister in order to approve or deny them.
-The Prime Minister is elected via elections that are conducted every 2 - 3 Months.

3. Exarches
-The Exarch is the representative of a Province
- He/She is chosen via elections or appointment from the Monarch
- Unpopular Exarches can be petitioned against to the Monarch to bring about their demotion and the election of a new Exarch.
- Exarches have the right to establish and maintain their Province's Military facilities, although they remain at all times subordinate to the national armed forces.
- In times of war they are required to fight for the Nation and protect their province.
- Exarches will always represent their Province in the Witan along with other Members of the Witan.

I changed various bits and pieces, probably most notable I added "although they remain at all times subordinate to the national armed forces" to the section about provincial militaries. I don't know if you wanted that, but I essentially just added it because I figured we wouldn't want some province's forces just going off and attacking some random nation, nor would we (probably) want hundreds of thousands of gunmen running around out of the control of the 'actual' military. Unless you do want that?
