I think they are required, at least so we know what is going on.
In Riponia proper, debate etc. runs as follows:
1. Bill is introduced to the floor by any member. 2. Bill is immediately open for debate. 3. Motions can be made by any Cllr (being any citizen), and require a second. Usual motions, of course, are motions to move to the vote or to dismiss. Other motions would be acceptable (motions to delay etc.). 4. Voting period is 5 days OR until all citizens have voted.
I think this sort of system is good for a number of reasons. Firstly, everything is ordered and there is ample time for amendment before the vote. Secondly, requiring two people to advance the bill means that bills are rarely advanced too soon. Thirdly, having a set voting period means that there is never too long to wait until the result, otherwise you might be waiting weeks for other people to vote.
I think something similar (although not necessarily the same) should be adopted in future, especially considering the Witan's status with the powers assigned to it.
I think we should also create a legislative archive where past bills can be stored.

That is an idea. I'm pressing for Admin duties, so I can file all these things nicely, but it requires royal approval to be able to receive the password.
