Your kind comments regarding the value of the Urchagin will be forwarded to Pedagogue General of Kalgachia, whose nurturing hand brought the programme into existence. The NMSI, having produced such well-grounded statesmen as your estimable self, is doubtless blessed with its own merits - and to this end the Garden of Kalgachia would like to suggest an exchange programme for NMSI students to visit Kalgachia and undergo the Urchagin, with graduates of the Urchagin similarly allowed to visit Nova England and spend a period with the NMSI. Other exchanges between our nations have already proven that each has much to learn from the other, and the field of youth development promises to be no exception.
On the matter of the visa waiver agreement drafted by the MIA, Kalgachia applauds and approves of its provisions and the spirit in which they were written. We would, however, wish to make some minor amendments concerning the shortening of certain timespans in order to optimise their fair application between the Gregorian and Anno Libertatis calendars, as well as allowing for more expeditious suspension of the agreement's provisions in the event of war, plague or similar disastrous events which may not share the signatories' grace in observing the two-month waiting period offered. The suggested amendments are as follows:
Article 3
Duration of stay
1. The citizens of the Kingdom of Nova England may stay in the territory of the Garden of Kalgachia for a maximum period ofninety sixty days during a yearlong period following the date of first entry into the territory of the country.
2. The citizens of the Garden of Kalgachia may stay in the territory of the Kingdom of Nova England for a maximum period ofninety sixty days during a yearlong period following the date of first entry into the territory of the country.
3. This Agreement does not affect the possibility for the Garden of Kalgachia and the Kingdom of Nova England to extend the period of stay beyondninety sixty days in accordance with national law.

Final provisions
1. This Agreement shall be ratified or approved by the Contracting Parties in accordance with their respective internal procedures and shall enter into force on the first day of the second month following the date on which the Contracting Parties notify each other that the procedures referred to above have been completed.
2. This Agreement is concluded for an indefinite period of time, unless terminated in accordance with paragraph 5.
3. This Agreement may be amended by written agreement of the Contracting Parties. Amendments shall enter into force after the Contracting Parties have notified each other of the completion of their internal procedures necessary for this purpose.
4. Each Contracting Party may suspend in whole or in part this Agreement, in particular, for reasons of public policy, protection of national security or protection of public health, illegal immigration or the reintroduction of the visa requirement by either Contracting Party. The decision on suspension shallbe notified to the other Contracting Party not later than two months before its entry into force enter into force immediately, with the Contracting Party that has suspended the application of this Agreement conducting a review of said suspension at a minimum interval of every fourteen days and submitting the findings of such reviews to the other Contracting Party, ensuring in addition that it shall immediately inform the other Contracting Party once the reasons for suspension no longer exist.
5. Each Contracting Party may terminate this Agreement by giving written notice to the other Party. This Agreement shall cease to be in force90 45 days after the date of such notification.
6. All times in this document are given in accordance with the Gregorian calendar.
