The Lighthouse - Fatherland Pact Following our brief discussion elsewhere on the forum, I would hear by like to open this debate of the Provisional Council and invite delegates of the Lighthouse government. Current Proposals; - Formal recognition of Melton Military Camp.
- Accepting the LCS as a semi-automous region of the Fatherland.
Further in depth discussions of the above are most welcomed as we strive forward.

Lords and Ladies of the Provisional Witan, As Keeper of the Light and the official representative of the Lighthouse City State, I welcome the chance to formally enter into union and alliance with our old friends in Nova England. I propose three points upon which to establish a formal foundation to our relationship: I. The military camp at Melton will be returned to Nova England with the surrounding lands as a full and integral part of the kingdom. Should Nova England falter and collapse, Melton shall return to the jurisdiction of the Lighthouse, to guide over and protect Melton until such time as Nova England should rise again. However, until such time, Nova England shall retain complete and absolute authority over Melton. II. The Lighthouse City State shall enter into a free union of association with Nova England, but shall maintain full autonomy. Foreign and military affairs will be relinquished to the Nova English monarchy excepting those of privateers, who remain free to direct their actions according to their individual contracts. III. We propose the following distribution of lands: If the above points are acceptable, then we propose to move forward to the next step, and we will present a Treaty of Free Association to formalize our relationship.

Thus Honorable Keeper of the Light please present your proposed Treaty for the peruse of the Witan.
Following which withstanding any objections it will move forward for a full and urgent vote by the Witan as set out by the 'Rule of Law' Legislation.

We present the following treaty for the consideration of the Witan: Treaty of LighthousePROLOGUEWHEREIN the Lighthouse City State and Nova England desirous and sharing common goals, culture, and ideals do, by this document, agree to enter into a union of free association. PROVISIONSI. The Lighthouse City State agrees to join with Nova England as an autonomous state in free association. II. The Lighthouse City State, hereafter referred to as Lighthouse, shall relinquish all rights to exercise foreign and military affairs, excepting those of contracted privateers or as authorized by the Nova English Ministry of Defense, until such time as this treaty is revoked. Lighthouse shall retain authority over all other government. III. The Lighthouse and Nova England shall remain in free association so long as this treaty remains active. Either party may withdraw from the treaty given one-week prior notification. IV. The military base of Melton shall be returned to Nova England along with the adjacent territory as shown in Schedule I. Nova England shall exercise absolute authority over this area. V. In the event of Nova England’s collapse or withdrawal from this treaty, Melton shall return to the control of Lighthouse. VI. In the event of Lighthouse’s collapse, all territory and property of the City State shall be ceded to Nova England. VII. For the duration of this treaty, the armed forces of the Lighthouse, the Light Brigade, shall become a division of the Nova English military. VIII. For the duration of this treaty, Babkha and Nova England shall maintain the condominium of Pharos. IX. As privately contracted parties, privateers shall remain free from the stipulations of this treaty, but bound by the Brethren Code and Laws of the Seas, along with any and all contractual obligations. As per the Rule of Law this Piece of legislation has been accepted with a total of TWO votes FOR and NIL votes against.
And Hence I declare this legislation as Waer!I am now glad to WELCOME the Lighthouse City State to the Fatherland! Now onto the finite detail.... How would you like your Sub-Board to be set up?

A subforum under "Provincia of the Land" titled "Lighthouse City State" would be fine. The description could read "At nearly four-thousand years old, the Lighthouse is one of the oldest structures on Micras, and has long been the site of great sea battles and piracy. Currently it is ruled as an autonomous city state in free association with Nova England."

Due to complicating circumstances, the Lighthouse City State withdraws from this treaty, but as a token of respect leaves the base of Melton to Nova England.
