The Laws of the most sacred Witan of the Novum Anglia Comitium, (herein referred to soley as 'The Witan') are presented to you as follows, with opportunities for amendment prohibited unless more than seventy five percent (75%) of the entire population, including that of any overseas territories currently held by the Most Revered Majesty Joseph I.

(ii) The process of voting on a bill
(i)The Process of Passing a Bill
Firstly, a bill can be proposed by any citizen, but cannot be taken up in the Witan by anyone but the delegated reprentative for the area of Novum Anglia from whence the propsitioner comes.
Secondly, upon proposition of the bill of law, the bill is open to unlimited and valid scrutinisation by all peoples of the land, and it's overseas territories, regardless of whether or not they are the delegated representative to the Witan.
Upon one week of scrutiny, the comments and criticisms of the populous must be listened to, and either;
A second bill is to be drafted. Once this bill has been drafted, it is then decided among the Witan representatives as to whether the poll shall be passed.
OR
If public sentiment is strongly against the bill, and the members of the Witan are in agreeance with this, then the bill is to be immidiately dismissed, or deferred until a third draft can be drawn up, with revised offers.
HOWEVER
If the majority of Witan representatives are in agreeance to pass the bill, no matter what the public sentiment, they may allow the delegates to vote on whether or not to pass the bill, regardless of public opinion.
IF
Any law fails at the voting stage, then either;
It is to be redrafted, and again submitted to the second stage.
OR
It is abandoned.
(ii) The Process of Voting on a Bill
Only the appointed members of the Witan are eligible to vote upon a bill, and these representatives, having been appointed in election, held every second month, are charged with the responsability and the power to decided upon the bills for the good of their representated area.
The process of voting last for five days, or until all members of the Witan have voted. Abstention from voting is legal, unless specified by the leader of the delegate's party.
