To His Excellency, the Witan Chief of the Kingdom of Nova-England, Jeremiah Avon-El, Zir Clarissimus, Prefect of New Blackstone & Count of the English Shore, extends greetings on behalf of Our Lord the Radiant Sun, His Imperial Magnificence the Kaiser Ayreon IV, he of the sublime countenance, and his faithful Steward, Burgrave Waldemar Zinkgraven.
Upon taking command of the Imperial Station at New Blackstone, I have been obliged to undertake a review of the conditions of the garrison and the conduct of its erstwhile commander, a Lieutenant Hasten Lupinus of the Imperial Navy, who was my immediate predecessor in post as prefect. I must regretfully concede that my predecessor's conduct has not been wholly satisfactory in every regard. In many instances he has exceeded the bounds of the authority bestowed upon him by the New Blackstone Report Advisory Council, the New Blackstone Working Group, the Board of Lord Commissioners-in-Commission, the Lords of the Admiralty, the Ministers-in-Commission, and finally the Steward himself, who is greatly offended and outraged to have learned that the Lieutenant has been engaged in siphoning off revenues intended for the Sacred Treasury for his own personal gain, failing to maintain sanitary conditions on the island, encouraging our armed trawlermen to conduct themselves as base pirates rather than licensed privateers, and for mistreating captive prisoners of war in a manner contrary to the customs of war as though they were mere serfs.
I therefore propose a temporary cessation of hostilities between the maritime forces of Nova England and the New Blackstone Garrison in the Great Western Sea, for the period of one month under the Norton calendar, and that those persons presently held on New Blackstone, who are of any rank in the Nova English Armed Forces or the Fishery Protection Squadron, be exchanged for those loyal auxiliaries of the Imperial Republic who have been mislabelled as "sea-reavers" during that time.
As a gesture of goodwill I have sanctioned the dispatch of the amphibious patrol plane "Boastful Alazṓn" with a crew of sixteen to deliver to Port Neil two urns. One contains the ashes of the late Major Beowulf Blaec, who regrettably succumbed to an undiagnosed heart condition whilst in captivity - for which the garrison physician has been appropriately disciplined. The other holds the head of the late Lieutenant Lupinus, pickled in vinegar and preservatives, for your inspection. It is my hope that you will accept these tokens in the spirit in which they have been offered and I look forward to your reply.
