Be it known or not, the arduous toil of the Nova English people in restoring their ancient state to sovereign dignity has inspired much respect and admiration in the hearts of the Kalgachi, a brotherhood of peoples who are no strangers to hardship. That a faraway nation as small as ours, with similarly limited resources, should renounce the temptations of submission to predatory empires and forge a resolute path of its own, elevates it in the Kalgachi eye to the status of worthy equal, nurturing the same light of hope for the Keltian continent as Kalgachia aspires to provide in Benacia. To this end, the Council of Perfecti has resolved that Nova England's future as a sovereign state should receive some form of support by the Garden of Kalgachia. Modest as our means may be, the cause of individual and collective gnosis in the face of Micras' prowling imperial archons is the noblest cause there is, a universal good which exists above the petty parochial concerns of any one nation. The Garden of Kalgachia is also cognisant that Nova England, specifically its home seas, have recently been subject to the dark attentions of those possessed by the irredeemable corruption of imperial avarice. The comfort of delay, therefore, is no longer available. To this end, and with pleasure, may I present a proposal drawn up in the spirit of honest mutual benefit for both our nations. Namely, that the Garden of Kalgachia is willing to provide the Faedertellus with the following assets: - The Burdock SEAD-hardened surface-to-air missile system - The Malus hypersonic anti-gravtank missilein exchange for: - Hemp biodiesel of the grade produced by Eastmoorland Enhancements.At a ratio of four tons (4,000 litres) biodiesel per ton of military hardware, subject to availability. Nova England lies within the upper range margin of Kalgachia's new fleet of transport aircraft, and certain diplomatic arrangements afford them protection in transiting ungoverned Benacian airspace for as long as Nova England is not in a state of open warfare with a certain party. Kalgachia would, therefore, be content to arrange for collection and delivery of the goods concerned. Despite successful efforts to convert its road vehicles to electric propulsion charged from a geothermal power grid, Kalgachia retains a need for the internal combustion engine in certain high-power applications. Unfortunately, being a mountain nation, Kalgachia cannot give over its limited reserves of arable land for biofuel production in the manner of its predecessor state, Minarboria, without undermining the essential task of feeding the population. It is also apparent that despite certain advances of its own, such as the sensor suite of the R-06 Main Battle Tank, Nova England is likely to enjoy further benefit from access to Kalgachia's advanced missile, anti-gravimetric and electronic warfare capability - developed, as it is, under the advantageous evolutionary pressure of our proximity to Micras' largest and most militaristic superpower. These requirements considered in the context of their mutual satiation through trade between our nations, it is the opinion of the Council of Perfecti that to offer anything less would be a disservice to both Kalgachia and Nova England. The leader of the KDF delegation, Colonel Gaiety, informs me that in addition to the willingness of his hosts to learn about Kalgachi military doctrine, he has also gained many insights into the Nova English way of war; not least of which is the impressive array of real ales, fine spirits and liqueurs which are available at even the most provincial of officers' messes, far outshining the modest selection of Stalemate Gin and Schlepogorskaya vodka available back home. While the Provisional Witan deliberates upon the matter of arms imports, and in the event that the balance of Nova English national security requires that these imports be suspended, the Garden of Kalgachia would humbly enquire whether the Kingdom of Nova England would be disposed to accomodate a further, seperate body of Kalgachi visitors under the auspices of the Kalgachi Cultural Delegation to Nova England (KCDNE). The arrival of Nova English youth to work in the bars and ski chalets of Jollity and Mirth would, in these circumstances, be much welcomed - as would those visiting purely for tourism. For these visitors, the Garden of Kalgachia is indeed amenable to the abolition of visa requirements. One entry restriction Kalgachia must uphold, however, is the requirement of the Oktavyan Code (III.I) that no person related by blood or marriage to the head of state of a foreign power, or to the leadership of its principal religion, be permitted residency of or entrance to the Garden of Kalgachia unless undertaking diplomatic business on behalf of a foreign nation state. This provision was enacted as a precaution against the compromise of Kalgachi sovereignty by certain globe-spanning aristocratic houses of the kind seen influencing the governance of Shireroth and Natopia (and while it existed, Alexandria), and as such represents a vital tenet of Kalgachi self-determination.
